Bah! Are you SURE that you build _working_ version? Do you *test* your 
changes before your itchy-fingers commiting? 

IT HAVE THE SAME BUG ORIGINALLY. 

This bug is not result of my changes!

To see it, run

env LANG=ru_RU.KOI8-R sort -n
1000
100

So, my changes not made it worse than it was (i.e. it broken for non-ASCII 
as designed).
