I'd suggest you install PHP4 individually first, eg:
cd /usr/ports/www/mod_php4
make -DWITH_APACHE2 install clean

Then install squirrelmail, it looks like you have Apache 2 installed and
PHP can't autodetect it so it needs that -D option set.
