Even you you can tell the ppp client to never drop connections due to
inactivity, your ISP can still terminate your connection as per their
inactivity rules.  My ISP will disconnect me after 5 minutes of inactivity.

In order to keep a connection up, you need to run a program from cron that
will ping something in the outside world which will force the connection to
stay up.  Note that by doing this, you may be violating some of the terms of
your agreement (ie, "you will only remain connected to the service while
using the service; all attempts to sustain a connection which is otherwise
active constitute a breach of this agreement."), and could result in getting
your account suspended.
