No, it doesn't.  Look very carefully at the relevant bsd.port.mk
fragment (soon to be broken out into bsd.autotools.mk).  The USE/WANT
stuff for libtool/autoconf/automake is NOT the same as elsewhere.

In addition, once the necessary copies and hacks are carried out by
portmgr@, practically the entire existing infrastructure for
libtool/autoconf/automake will disappear, being replaced by one (yes,
count it, one) variable.

All hail USE_AUTOTOOLS= ...
