I had occasion to enquire about the costs of H1-B sponsorship a couple
of years ago.  The fees from our then-legal staff in Salt Lake City
were $10,500 including all filing fees and paperwork.

The contract agency we work with is capable and willing to provide H1-B
sponsorship but the sponsorship will have to be paid from the contract,
i.e. your pocket.  The amount of paperwork is mind-boggling, but that's
true of any interaction with the government.

You should note that contracting as a non-resident from outside the 
USA should not be a problem so long as the contracting agency is open
for telecommuting.  (Hey, it could happen.)  I'm not sure we could
offer any advantage in that case, but we'd certainly be willing to
try.  ;^)
