I had occasion to enquire about the costs of H1-B sponsorship a couple of years ago. The fees from our then-legal staff in Salt Lake City were $10,500 including all filing fees and paperwork. The contract agency we work with is capable and willing to provide H1-B sponsorship but the sponsorship will have to be paid from the contract, i.e. your pocket. The amount of paperwork is mind-boggling, but that's true of any interaction with the government. You should note that contracting as a non-resident from outside the USA should not be a problem so long as the contracting agency is open for telecommuting. (Hey, it could happen.)
