Anything placed within <>'s is considered a 'comment' by send-pr, and is
filtered out of the file before it is sent to the bugs database. Since
your "Category:" line contains "ports" within <>'s, it is commenting it
out, and so send-pr's complaint about "no category field" is quite correct
(since, after being filtered out, the category field is, in effect, null.)
