How would I set this up.. I was told to add special 'shells' for them...
but the ones I used interfeered with the accounts ability to function
properly.

FTP, POP Only - accounts
POP Only - accounts

Users need to be able to telnet in regardless to change their own
passwords - but those without telentable accounts should not be allowed
to get further than that.

I was trying to use [ Shell: /usr/bin/passwd ] to allow users to be able
to telnet in and change passwords only, but it does not allow users the
opportunity to even enter a password on ftp connects nor authenticate
properly on their POPs.
