Yes. It is a CGI script which will run on a webserver. You can download the code, it's the top FAQ about the manpages in fact: http://www.freebsd.org/cgi/man.cgi/faq.html I still don't understand why it is a mor attractive option to you to use a text-based browser and convert the manpages to HTML instead of using the plain old man(1) command and reading them in that format.
