It's a first step regarding security. See "man ttys" and /etc/ttys
(search for "secure"). You are looking for ttyp0 and further.

Honestly, don't enable it unless you're 100% sure that the network
is safe, from your computer to that remote host. Better login as
a normal user and su to it.
