I think you have to patch mail.local so that it runs with the users' UID
to let quotas be enforced. This might be around line 262 of mail.local.c

I posted this same time ago but did not get any reply. Perhaps the fix
was not this simple.

Still I believe that it would be a desirable feature to avoid that a
user's mailbox could exceed the quota.
