This seems to be a botched vendor branch import from darrenr@, and
isn't fixed, AFAICS:

(says 3.4.31 for all RELENG_4 branches)

http://www.freebsd.org/cgi/cvsweb.cgi/src/sys/contrib/ipfilter/netinet/ipl.h
(says 3.4.35 for RELENG_4, but 3.4.31 for other RELENG_4_* branches)

I can't seem to find any PR matching this problem, however...
