Are you sure that fxp1 is up? make sure you have the following in
rc.conf

 ifconfig_fxp0="up"
 ifconfig_fxp1="up"

Your symptoms appear like you are missing the second line. Failing that,
check your arp cache to see if the addresses are correct.
