Are you trying to open the image under DOS/WinNT? If so, it won't be able to read it, as it is not in a file format that Windows can understand - the image-writing utility simply copies the image file to the disk in raw format. It doesn't write a DOS-style FAT, which is why you cannot open the image. Try booting from it. You will probably find that it is fine.
