Tom,
See the directions at http://cvs.quakenet.org.  There does not appear to 
be a username and the password is 'cvs'.

Note that this is the mailing list for CVSweb, a WWW interface to CVS. 
CVSweb is not affiliated with QuakeNet (any more than the fact that 
QuakeNet uses CVSweb); this mailing list is not the proper place to seek 
help with QuakeNet.
