No -- the CVS to SVN switch was well before this incident.  That
happened well before I even became a committer.

There were a lot of end-user affecting changes happening around that
time, but they were mostly to do with the ports shifting from the old
pkg_tools over to pkg(8).  That changeover needed a lot of modifications
to the ports, made more complicated by our having to maintain
compatibility with pkg_tools for a number of older releases.

In fact, there are a number of changes that have been planned for the
ports which haven't happened yet, as they've been suspended while the
work to package the base system is taking the lead.
