No.  I found this problem in testing.  FreeBSD < 4.0 will run into
this.  If you search through bsd.port.mk for pkg_install, you will see
the block the sets PKGORIGIN right above it.  If you remove the
OSVERSION check, then PKGORIGIN should be set on all versions of
FreeBSD.  I plan on doing this on the next round of bsd.port.mk patches.
