the "8" in syslogd(8) means that the page resides in section 8 of the
manual pages.

so, "man 8 syslogd" will have all the information you would need.

since i don't do this myself, i'm not sure how you would start. i would
suggest reading up on how to tunnel UDP packets through stunnel or ssh,
and then check on port forwarding with either of them.
