Log:
  - Trim Makefile header per new guidelines
  - Tighten COMMENT text
  - Drop shlib ABI versions from LIB_DEPENDS
  - Rename DOCS option to DOXYGEN to reflect its evil nature, and disable
    it by default (of course)
  - Clean up Makefile while here, reformat port description
