Sounds like netbsd borrowed openbsd code. Openbsd implemented it in ftp
because it was the quickest way to get ports working, atleast thats my
recollection.

I don't think theres a good reason for ftp(1) to support http in general,
especially when we have fetch which is significantly smaller.
