Log:
  - Unbreak parallel builds (-jX) by fixing targets' dependencies
  - Define LICENSE (GPLv3), improve on COMMENT
  - Convert USE_GMAKE to USES (gmake)
  - Drop GNU_CONFIGURE, USE_AUTOTOOLS implies it
  - Reformat port description (now perfectly aligned on both sides)
