What about fbtab(5)?  Since it's only triggered by a login on a
specified device it's certainly a lot safer than a wholesale
chmod/chown.  And the perms are reset to their default settings upon
logout.

Barring that, sudo(8) is probably the easiest way to achieve what you're
after.
