That's an oversight in cvsweb; if you are looking for the file on its own it works: http://www.FreeBSD.org/cgi/cvsweb.cgi/src/release/sysinstall/dhcp.c sends a redirect to http://www.FreeBSD.org/cgi/cvsweb.cgi/src/release/sysinstall/Attic/dhcp.c but when I designed that I thought that cvsweb was going to be the only thing supplying diff or annotate URLs, so I didn't think about the case where you supplied the incomplete path and also included a diff request.
