FTP_PASSWORD is intended to use for anonymous ftp.  That is, e-mail
address or equivalent.
This behavior is just corresponding to existing fetch(1). 
Before my commit, libfetch use `ftp' for anonymous ftp password, and
some sites reject this.  For example, ftp.Mew.org don't like this, and
I cannot get magicpoint archive.
