$ locate libintl.so.2
/usr/local/lib/libintl.so.2
$ pkg_info -W /usr/local/lib/libintl.so.2
/usr/local/lib/libintl.so.2 was installed by package gettext-0.11.2_1

You might try installing the gettext package or port.
