When I wrote this patch I had it reviewed. I had no /etc/make.conf patch
at that time and all settings were in the locale.mk however I was advised
that all userland tweeking belonds in /etc/make.conf so I added a locale.mk
driver from there. Probably best to leave the MASTER_SITES in make.conf
unless we're now going to decide that MASTER_SITE_BACKUP is likely
to be the default value and only set it for a release, leaving users
to use the new configuration mechanism if they want to change it
(assuming the port sticks).

I guess it's Satoshi's call if he wishes to keep /etc/make.conf as the main
or only place for user configuration. I think it's not a bad idea - in
the spirit of rc.conf...
