Legacy support. Some applications only work on older versions. Additionally, in an enterprise environment, people don't upgrade just every time a new version comes out (don't tell Microsoft, that'd defeat their entire business model). We're still evaluating 8.2, and we'll be using 8.1 until we've don't a LOT of testing to ensure there are no regressions with 8.2. You should read Eric Raymond's _The_Art_of_Unix_Programming_.
