Sure.  The current maintainer of natd is Ruslan Ermilov <ru@FreeBSD.org>.
You should send your patches to him, preferably as the output of the
diff(1) command.  he may ask you to file a PR (problem report).

There is a section of the FreeBSD Handbook that deals with the issue of
