That's a judgement call as to whether or not we need to mark up to that
level of detail.  My judgement was that you use <option> when you're
marking up an option inline in a paragraph.

   <para><command>sendmail</command> supports the <option>-bp</option>
     option ... </para>

but not inside another element such as <command>.
