It is recommended for EPS documents to be 7-bit but not required. You 
might be able to get away with adding a comment right after the 
initial header but you have to be careful not to screw up things such 
as the PostScript Document Structuring Conventions (DSC), line 
terminations (CR, LF, CRLF, LFCR), etc. Also, some EPS editors may 
not maintain the comment across edits which would require more 
hackery in the cvs code to ensure there is always a valid tag.
