To answer that question, a CD-RW always has to be ereased before being rewritten. Having not used CD-RW media for quite some time, I think I remember that it's sufficient to erease the TOC, which only takes a few seconds, and so is significantly faster than ereasing the whole disc. Again, since I have not been using CD-RWs lately, I'm not currently familiar with the way burncd allows you to erease them...
