It isn't completely clear whether you are having problems with setup.exe,
which runs on DOS, or with the FreeBSD sysinstall program, which starts
from the boot floppy.  However, the setup.exe program is obsolete, and
you should rather copy the distribution files into the required
directories off 3.0-RELEASE by hand.  The .mtree files are not used in
DOS install, so the truncation should not matter.

The files you mention are sufficient for a minimal install, provided
you also have a boot floppy.
