Copying over locale files from a stable/10 host works, but I=E2=80=99m =
confused as to why a bunch of locales weren=E2=80=99t ported over in =
their non-UTF-8 forms.

/usr/share/locale/en_US.ISO8859-15/LC_CTYPE is also broken; I opened up =
the file and it was empty.
