Netscape has the location of the XKeysymsDB all wrong for FreeBSD.  Set 
the following environment variables:

XKEYSYMSDB=/usr/X11R6/lib/X11/XKeysymsDB
XNLSPATH=$HOME/nls

Naturally you may substitute paths according to your system.
