This is your main problem; you aren't able to resolve for
some reason.  The other sites are mirrors that either aren't mirroring the
security subdirectory, or haven't updated their mirror recently enough to
have a copy of that file.

It definitely does exist at the above url.  Since you seem to be having DNS
issues, try putting

in your /etc/hosts file and try fetching again, since that's what currently resolves to.  Remember to remove the line after
fetching, since the IP may change later.
