We are not burning support for aout - just planning to change the default
to elf. The answers to some of the points you raise depend on work being
completed by various people. If none of this work is completed, 3.0 will
ship with everything installed elf except the kernel, lkms, boot objects.
I say this based on the state of what support is in the tree now plus
patches that exist but haven't been committed.
