There isn't a TAG=RELENG_4_1_1 and cvsup set your source tree equal to
it, i.e., no source files. There might be a TAG=RELENG_4_1_1_RELEASE
but the documentation stops at 4_0_0. You are confusing ports and
system source. The source for 4-Stable is under "TAG=RELENG_4". The
ports are all located under current or "TAG=.".
