What does 3.4-RC mean?

I'm following "src-all tag=RELENG_3" via cvsup, and have just rebuilt
my kernel. I see that I now have 3.4-RC at bootup. But I have not
rebuilt any system files yet, so I was wondering if it were dangerous
running a newer kernel without updated system files?
