I am a bit unclear on why you mention picobsd because it seems to
me that you would have similar problems.

At any rate, with the recent commits that i made to the PicoBSD
code in RELENG_4, the kernel is fully self-contained -- it includes
the full file system image that you need. So what you could do is
just load (from the bootloader) your /kernel.picobsd instead of
your standard kernel, and you should have what you need.
