This very closely represents what I've been trying to formulate.  Go for it!

But how will we handle PERL_TEST_DEPENDS vs. the cpan packages requirements?
By hand, like today, e.g.:

     @${REINPLACE_CMD} -e '/build_requires/d' ${WRKSRC}/Makefile.PL
