Indeed , this adds an extra barrier for people submitting tickets,
we can refer to this page when people still send 'questions' to the
gnats system, though it seems to decrease a bit (as far as i can see
in 'my regions' ;-)).

One thing we cannot change sadly is the send-pr application, if people
use that we can still get questions, but the current 'barrier' is good
imo.
