I'm glad I could contribute.  I spent 7 years working for the (US) government
(as a contractor) and learned to mealy-mouth pretty well.  I think it is best
to couch your suggestions in the light of helping the person you are writing
to; it is much more likely to be well received than a flame-o-gram.  ;^)
