I know this is an very late answer.  I found BSD.x11-4.dist by
updating my sources (either using cvsup or ctm).  I didn't
have to do a make world or anything like that.  In these
new sources there existed a copy of this file in just the place
that the error message said it would be.  Or if you like, I could
send you my copy.
