I think that the tape has to be present in the drive at the time of the probe
(which is when sysinstall starts running) for the tape device to be found.
Leave a tape in the drive during boot and it will probably work.

We tried it the other way, but the boot blocks can't handle slice
names and the boot fails as the root device isn't what the kernel was
told earlier on by the boot blocks...

This is gross and I hope it goes away after the code freeze is lifted.
