Well, I didn't look hard enough, because it was there in /usr/src/share/doc/smm/10.named. The other reason I felt confident removing it was that it's quite old, dating back to 1994-6, and referencing BIND 4. To fix the build, I removed 10.named from the smm/Makefile temporarily.
