Subject:   ports not working after downgrade

I had a remote server running 4.0-current that i recently attempted to
downgrade to 3.2-stable, reason being is i was wanting to run a database
driven website on that server. After succesfully CVSup'ing the
3.2-STABLE source tree and a make world , whenever i attempt to install
something from /usr/ports i get this messages:

" Your system is too old to use this bsd.port.mk. You need a fresh make
world or an upgrade kit. Please go to http://www.FreeBSD.org/ports/ or a
mirror site and follow the instructions. "

The output of  ' ls -ald /usr/ports ' is "drwxr-xr-x  51 root  wheel
1024 Aug 20 22:32 /usr/ports".

Now i just did a make world , Is there something i am missing in
reference to the downgrade ?
