Uh... good question.  It doesn't seem to be anything wrong with
your configuration, since the traceroute from TCP/IP Illustrated v1
can discover your PMTU from here:

The only other thing to do is to complain to the administrators of
rocky.sunlabs.com and ask them to fix their network or host
implementation.  Last time I tried to find someone at sunlabs.com
to talk to about their strange FTP server, I ended up hitting a
"don't bother us, we don't have time to support this service" wall...
