That's > not a solution. This incorrectly presupposes that criminals commit crimes because they want to, not because it's easier than the alternative. This is actually the kind of thinking that has led to differential penalties for crimes committed by minors, with the net result being things like adult drug dealer recruitment of minors, since adults wanted too much of a cut, due to their increased risk.
