Well, it looks like I've found the problem just a few minutes after I ask
for help from the world. =)

It appears that the config program no longer cleans out the directory
/usr/src/sys/compile/[kernel_name] before putting files into it.  Once I did
an rm -rf on that directory and reran config everything worked fine.
