No, they are not intended to be the same thing. The content in the
Developer's Handbook was just a handy place to start. It's already
substantially different, because of the different goals for man pages and
books.

Actually, this was written specifically to reduce duplication. The plan is
to have a manual page that we can cross reference, rather than including
full warnings all over the place.
